What must my friend do because his business partner run away?

My friend Joe registered a company under his name for a manpower company run by a Bangladeshi man (holder of S p). Joe is considered a business partner only by name. The company is dealing with recruiting foreign workers from Bangladesh to Singapore. Joe is working in another company but would get a small sum of monthly salary from his partner. He is seldom in the office unless there are things for him to do. So he does not know what is happening in the office but he has to answer for everything because the company is registered by him. The partner (Bangladeshi man) supplies workers to some companies and is in charge of all the transaction such as salary for the workers plus work permit. Currently the company face some problem regarding some workers without work permit when the labour force conduct enforcement. Those with work permits complained to the labour department for not getting their salary. And now the Bangladeshi is at large, he disappeared with the workers' pay and he deleted all the data from the company's computer. My friend was called in from the labour department for investigation. I do not know if he would be charged. Can anyone advise on how to trace the Bangladeshi? He wouldn't have left Singapore. I hope people from Singapore would help my friend in order to prevent similar case to happen again. Please help my friend.
