Summarize French Text (in English or French)?

To summarize it, it's talking about how Qu�bec will profit from a new source of energy in terms of jobs, and a new industry and converting the fuel, which means a reduction in the need for foreign oil, and the importance of this. It's talking about objects to hydro-electric fuel by the populous and need for governmental essment of the new fuel. Also, the implications and repercussions of usage of shale gas and recommendations made by a committee. Qu�bec needs to consider the costs and benefits of using this new type of energy, and there is a great need for these resources. It's saying that it's not necessary to do it at any cost, or even to do it now, as North America will always need new energy, and that it could be presided over in the same way that the running of Norwegian oil is. It's not obligatory to nationalize the gas operations, and Norway hasn't done that. There are funds which are paid into so that standard of living can be maintained once all the oil is used up. Because shale gas will be exhausted in the same way that Norwegian oil will be once day, it's a good idea to consider setting up a similar sort of fun. If the sacrifices were balanced out or outweighed by the positives of using gas, then it would be easier to get the people onside. But currently these advantages are not being demonstrated. There are prejudices which are rife among those living near to the wells, because of things like loss of tranquillity, and decrease in the value of homes, as well as environmental effects like the generation of greenhouse gases. Then it says that the time for action might come later, no matter which way it goes.
