What type of jail time is someone looking at for theft by unlawful taking and Unauthorized us of an automobile?

Okay so heres the scoop.. My brother stole a truck two years ago and he has been in jail for a different charge in a different county. Nobody was contacting him about this truck thing untill he started calling up the court house asking to get it resolved so he didnt get out of jail and go right back in. This was over two years ago that he took the truck but they have set his bail at 10,000$ monetary. I'm wondering if the courts are going to drop the charge because it was over two years ago or if they are going to give him jail time. The county is LACKAWANNA and is in Pennsylvania.
