Serious question about Sept. 11th tapes from the Pentagon..?

I don't believe in the whole inside job b.s., so please don't come on here to argue with me, this is a legitimate question. Since everyone complains about how the Pentagon is surrounded by cameras, why did they only release five frames of the plane crash? Can't victim's families sue the U.S. or our government to release the tapes? Or is it one of those things that we'll never really know..?
