Fiscal Policies? How can I write about fiscal policies?

Fiscal POLICY, if I am not mistaken, is what the government does with its money, and relates tom companies only so far as which companies receive the money. Write about the governments dilemma- Spend more, increase national debt, increase inflation and move the economy? or allow the economy to slump, save money and lower inflation. There's an upside and a downside to everything. But this IS ultimately a question of GOVERNMENTAL policy
