Can I sue my neighbour?

Last christmas we had a leak because the upstairs neighbors water pipes froze and it caused a lot of damage to our flat. We have spent lots of money putting it right. My husband told her to get her pipes insulated at the beginning of the year, just to stop it happening again. She never got the work done. We have just redecorated the kitchen, new paint work, new floor (expensive). A few days ago I was going for a shower and I slipped on the kitchen floor. Wondering why it was wet I had a good look and low and behold there was another leak. There was water streaming through the ceiling again. running down the walls, dripping onto my dryer and boiler. Now my wall is covered in black blotches and dirty water stains on them. It has caused me not to be able to leave the dryer on overnight incase there is another leak and it goes into the electrics. Yes I know it would maybe only blow the fuse, but it was an expensive dryer and as a busy mam I need it to work. I have to mop up the water every day. I asked her to get her pipes insulated again, her response was " I am only renting, I don't see why I should pay to have any work done" . The thing is I never asked her to pay for it, I asked her just to get it sorted. She doesn't seem bothered.
